The UK Trade Remedies Authority (TRA) has proposed anti-dumping measures on cold rolled flat steel from China and Russia be kept for a further five years until 5 August 2026. A 30-day period for comments is now open, Kallanish notes.
The announcement follows a transition review, launched in April 2021, of a measure the UK previously applied when it was part of the EU.
The HS codes affected are 72 09 15 00 90, 72 09 16 90 00, 72 09 17 90 00, 72 09 18 91 00, 72 09 18 99 90, 72 09 25 00 90, 72 09 26 90 00, 72 09 27 90 00, 72 09 28 90 00, 72 11 23 30 10, 72 11 23 30 91, 72 11 23 30 99, 72 11 23 80 19, 72 11 23 80 95, 72 11 23 80 99, 72 11 29 00 19, 72 11 29 00 99, 72 25 50 80 00, 72 26 92 00 10 and 72 26 92 00 90.
The TRA probe concluded it is likely that dumping and injury would occur if the measure were no longer applied to China, Russia and Severstal. It has recommended duties of 19.7-22.1% for China-origin imports, 18.7% for MMK, 34% for Severstal and 36.1% for all other Russian exporters.
UK annual consumption of the products under consideration is estimated at between 399,000 and 470,000 tonnes. The UK market for cold rolled flat steel includes 40-50% made domestically. The remainder of demand is met by imports. A large proportion of sales are made through service centres that carry out processing to meet customer requirements. The remaining sales are direct to generally large customers in the automotive, construction and engineering sectors.
