Brazilian steel demand to plunge 50% in April on month, 20% in 2020: AçoBrasil

Brazilian steel demand is likely to fall 50% in April from the previous month, as the spread of the coronavirus intensifies in the country, while the year-long steel consumption may end up shrinking about 20% from 2019, according to the Brazilian Steel Institute AçoBrasil.

Apparent steel consumption in Brazil totaled 20.6 million mt last year, a 2.7% decline from 2018.

As the effects of the coronavirus continue to ripple through the Brazilian economy, “a demand crisis” was mentioned by Marco Polo de Mello Lopes, president of AcoBrasil.

The group expects demand in the second quarter to retreat by 40% from the first quarter.

Following government announcements of quarantines and lockdowns, steel demand has vanished, with automakers introducing collective vacations and output shutdowns, while other industries reacted by canceling orders.

“In two, three, four days, orders started to be canceled. This came in a very fast chain reaction. Companies have to be concerned with cash,” Lopes said during an online press conference with journalists.

AçoBrasil said it wants a gradual return of activity under security protocols. “The wheel has to spin again,” he added.

Lopes said the current level of capacity utilization at Brazilian steelmakers was already below 60%, which could drop soon as all mills in the country are studying output reduction measures and furnaces shutdowns.

“For mills [to] keep up with production, they need steel demand, but also roads, ports operative. Moreover, If there is no raw material arriving at plants, if logistics are halted, there is also no delivery to customers,” he said.

Brazil’s crude steel production in 2019 fell 9% year on year to 32.23 million mt. It was the lowest figure since 2016, when the country produced 30.2 million mt.

Lopes said the prediction on demand decline was based on a scenario where things evolve in the second half. “The numbers could be worse than that if the situation doesn’t improve,” he said.

Alternatives?

“Increasing steel product exports would be the best alternative at this point for Brazilian steelmakers,” Lopes said.

AçoBrasil presented to the government a set of measures to support the economic recovery and said that among the requests are the Reintegra, which reduces the tax burden on the goods exported by Brazilian manufacturers to increase their competitiveness in the international market.

Reintegra was created with the purpose of recovering the amounts referring to the residual tax costs existing in the industries’ productions chains, reducing the tax burden on such production. The amount to be ascertained for the purpose of refund shall be calculated by applying a percentage that may vary on the revenue arising from the exports, depending on the exported good.

AçoBrasil said it is seeking an increase of that percentage for the steelmaking industry from 0.1% to 5%, “which would enable the sector to improve its export price by 7%, gaining competitiveness,” Lopes said, adding the claim had already been made about two months ago with representatives of the federal government.

“Brazil exports to over 100 countries,” Lopes said, after being asked whether steelmakers would find any appetite apart from their main customers in the US, Europe and Argentina.

AçoBrasil added that with a higher rate of Reintegra, steelmakers could increase their exports by 20%.

Exports by Brazilian steelmakers totaled 12.8 million mt in 2019, an 8.1% drop from the previous year, according to AçoBrasil. Semi-finished goods accounted for 8.66 million mt of the total exports, a year-on-year drop of 5.7%.

The 2019 exports of flat-rolled steel retracted by 13.8% year on year to 2.1 million mt, while long steel exports rose 1.1% to 1.7 million mt.

Spain`s automotive sector recovers in February, outlook negative

Spanish automotive production rose year-on-year in February after the drop seen at the beginning of the year and before the halting of domestic factories caused by the Covid-19 outbreak, Kallanish learns. The national automotive association, Asociación Nacional de Fabricantes de Automóviles y Camiones (Anfac), however, foresees output slumping between -50% to -60% in March.

“The Spanish automotive sector is suffering a sharp drop in March given the expansion of the pandemic and the restrictions derived from the state of alarm in Spain. It is expected that the sector will stop producing approximately 157,000 vehicles,” Anfac says.

Spain’s automotive production totalled 262,449 units in February or 2.9% more compared to the same period of 2019. During the first two months this year, the country’s output amounted to 502,484 vehicles. This volume was up by just 1.4% on the volume produced in January and February of last year.

Spanish vehicle exports were 216,429 units during February, an increase of 6.8% compared to the same month in 2019. Two-month shipments abroad also rose by 1.8% y-o-y to 400,159 vehicles, Anfac data show.

French crude steel output declines in February

French crude steel production decreased year-on-year in February. This follows a hike in January and a decline in 2019 as a whole, Kallanish learns from data released by the Federation Française de l’Acier (FFA).

Crude steel output declined by -1.3% y-o-y last month to 1.232 million tonnes. This is down from 1.248mt in February 2019, the association says.

Over the first two months of the year however French crude output upticked y-o-y by 0.6% to 1.234m tonnes/month. This is up from 1.227m t/month in January-February 2019, FFA says.

The monthly trend reflects the gradual erosion in recent French steel output. In 2019, output dipped by -6.1% on-year to 1,204,000 t/month. This was down from 1,282,000 t/month in 2018. In 2018 average crude steel production fell by -0.8% to 1,282,000 t/month, down from 1,292,000 t/month in 2017, the FFA says.

thyssenkrupp develops digitalisation for improved steel logistics

Industry players in Germany’s North Rhine-Westphalia region have highlighted the increasing role of digitalisation in logistics and transportation at a recent conference.

Among the speakers at the ‘Logistics Digital’ meeting of the Ruhr Chambers of Commerce and Industry in Duisburg was thyssenkrupp Steel executive Arnd Köfler. “For us, digitalisation is a strategic task which we are tackling simultaneously in many areas of the steel plant, and we see considerable potential in logistics,” he said in his presentation.

In an example taken from tk Steel’s operations, he said the company now handles over 2,000 truck movements each day digitally on the basis of automated driver self-check-in. “This cuts the number of process steps from 70 to two, which saves a lot of time, reduces congestion and also improves safety and transparency,” he said.

It is mainly input from start-ups that is driving the digital transformation in logistics. Port operator Duisport for example uses artificial intelligence developed by start-up company Heuremo for its transport management processes.

Participants at the meeting emphasised however that German industry can only benefit from the advantages of digitalisation on the basis of a reliable transport infrastructure. The transport issues for the steel sector in Germany caused by low water levels on the Rhine in recent summers have shown just how co-dependant steel production and logistics are (see Kallanish passim).

ArcelorMittal Florange resumes production

ArcelorMittal resumed production at its French site in Florange last week after having mothballed the plant between 18-25 March, the CGT trade union at the plant confirms to Kallanish.

Despite resistance from the unions, production was restarted last week although the plant will not be working at full capacity due to the fall in demand. The facility was halted for a week because “… some cases of coronavirus were registered and the workers are still afraid of becoming sick,” a source says. However, sanitation and precautionary safety measures are being adopted by the company, Kallanish notes.

Last week ArcelorMittal France declared force majeure and said that it was reducing production at its flat products’ plants in France. “This decision follows the current sharp slowdown in the steel market, as well as the interruption of activity by certain customers and suppliers, despite the continuing strong demand in segments such as packaging steels (cans in particular),” ArcelorMittal said in a note (see Kallanish 24 March).

Deutlich negative Ergebnisse – Investitionen bleiben hoch

Die Umsatzerlöse des Saarstahl-Konzerns gingen um 12,7 % auf 2,206 Mrd. € (Vorjahr: 2,528 Mrd. €) zurück. Das konsolidierte EBITDA (Ergebnis vor Zinsen, Steuern und Abschreibungen) des Saarstahl-Konzerns betrug – 18,5 Mio. € (2018: 210,6 Mio.
