Five Commission directorates-general have issued a negative opinion on the draft carbon market reform, two EU officials told Contexte.
That follows an inter-service consultation on the text prepared by the climate branch DG CLIMA, which ran from 19 June to 1 July.
Opposition came from the departments for competition (DG COMP), defence and space (DG DEFIS), internal market (DG GROW), transport (DG MOVE), and regional policy (DG REGIO).
DG GROW is reportedly calling for further financial support for ETS-covered industries. MOVE’s concerns appear to relate to aviation, several sources said; the reform appears set to extend the market to flights outside Europe.
Negative opinions could push CLIMA to make last-minute amendments to its proposal before sending it to the College of Commissioners for approval. The Commission recently postponed the presentation of the reform from 15 to 17 July.
The postponement was due to “agenda issues” affecting the weekly Commissioners’ meeting, a Commission spokesperson said on 2 July.
