Steel cases kept EU trade defense officials busy last year

Iron and steel products accounted for all but two of the 15 anti-dumping and anti-subsidy investigations initiated by the European Commission during 2016, its latest report on trade defense activity revealed.
China was the exporting country in six of these cases, covering seamless pipe, hot rolled coil, heavy plate, corrosion-resistant (galvanized) sheet and cast iron articles. Exporting countries targeted in the other newly initiated cases were India, Belarus, Brazil, Iran, Russia, Serbia and Ukraine.
Nine provisional measures were imposed during 2016, of which seven were on steel products. These were on rebar, plate, HRC and seamless pipe from China, CR coil from China and Russia, and rebar from Belarus.
Seven definitive duties were imposed (six dumping and one countervailing), of which all but two were on ferrous products. These were on ductile iron pipe from India (AD and CVD), rebar and CRC from China, and CRC from Russia.
As at 31 December 2016, a total of 95 provisional and definitive anti-dumping measures were in force along with 12 countervailing measures. Of these, 43 AD measures and 4 CVDs were against steel products.
At the same date 20 new investigations were pending against various iron and steel imports from eleven countries. Another three review investigations were pending.

Gestamp expands into Romania
Gestamp, the Spanish-headquartered supplier of components to the global automotive sector, has acquired a majority stake in an unnamed Romanian company, a supplier of small and medium-sized stamped components.
With this acquisition, Gestamp now has operations in 21 countries, the company says in a releease monitored by Kallanish. The new Romanian asset is also a main supplier to the Renault-Nissan Group and the acquisition will enable Gestamp to accompany such a strategic client in Romania.
The newly-acquired company is located on the outskirts of Pitești, the main centre for the automotive industry in Romania. It has over 200 employees and invoiced €17 million ($18m) in 2016. Gestamp completed the acquisition through its Turkish subsidiary, Beyçelik Gestamp.
Romania is the 27th largest producer of cars globally, with an output of some 387,000 vehicles/year; Gestamp says. Both Renault Nissan and Ford, two of its major clients, have plants in the country.
CLN buys Vertek, plans to convert business

CLN has officially purchased Vertek, part of the former Lucchini group located near Turin, and the last asset available for sale. It is set to change the direction Vertek’s business however, Kallanish understands from sources.
Vertek specialised in the production and supply of special steels bars and wire rods, but the CLN group’s strength lies in the supply of flat products for the automotive sector. The new owner is expected to convert the site to be used in its line of business. It has hence not acquired Vertek’s production lines but only the real estate complex, the industrial buildings and will also take on the entire workforce.
The administrators for the Lucchini group are expected to auction the Vertek production lines in the coming months, Kallanish understands.
Handel Schweiz Experten-Webinar

EU puts definitive AD duties on imports of Chinese plate
|
|||||||||||||||||
The European Commission has imposed definitive anti-dumping duties on imports of heavy plate from China. The duties are in the range 65.1-73.7% according to company [see table]. In a notice published in its Official Journal on Tuesday, the Commission said these were the levels of duty needed to eliminate the injury that the imports caused to EU plate producers.
Its investigation found dumping margins of up to 127.6% in the case. Provisional duties on the imports have been in place since October 2016 and these will now be definitively collected.
But the Commission decided not to apply the duties retroactively because the tonnage imported from China has fallen sharply since the provisional duties were imposed. As Platts has reported, EU imports of plate from China fell by close to 40% in 2016 compared with 2015, reaching 841,683 metric tons.
Three Chinese plate exporters told Platts they stopped shipping to the EU when provisional AD duties were imposed last year. They believed the duties were high enough to block most Chinese plate products from the EU market.
Covered by the duties are flat products of alloy and non-alloy steel (excluding stainless, silicon electrical steel, tool steel and high-speed steel) hot rolled, not clad, plated or coated, not in coils, over 10mm thick and 600mm wide, or 4.75-10mm thick and over 2,050mm wide.
